If you do a whois on any of our Netherlands hosting server ips, you might get a result that shows the location as United States. Because PhoenixNAP is a registered U.S company, the ips are registered through their company headquarters address. Although the ips are registered in the U.S, they still can be assigned world wide.
To properly validate the location of your server, you should run a traceroute on the ip or your domain and it will show the correct location. You will see entries such as:
12 125 ms 125 ms 126 ms be2182.ccr41.ams03.atlas.cogentco.com
13 114 ms 127 ms 125 ms be2287.ccr21.ams06.atlas.cogentco.com
The ams03/ams06 portion of the traceroute reflects the amsterdam location. You can read more on running a traceroute at http://my.monstermegs.com/knowledgebase/52/How-To-Perform-a-Ping-and-Trace-Route.html.
