Anyone that owns a root domain (i.e. www.mydomain.com) can use CloudFlare. If you own a subdomain (i.e. www.mydomain.blogger.com), then you can not currently use CloudFlare. (Side note: If you own the root domain, CloudFlare supports subdomain records (i.e. blog.mydomain.com).)
