At this time, cPanel has not developed a process for migrating resellers accounts. There's no automated way of doing this besides going into each cPanel account, creating a full backup, copying it over and then restoring it. For this very reason, we're unable to move accounts from one reseller to another unless you have root access to the server for free.
A better and alternative option to restore your accounts for you for free, is to create a full backup of all of your accounts for us and let us know where we can download them. You may be able to contact your current reseller provider and see if they can create the backups and move them to a central location, where we can download and restore them.
